I have enjoyed applying my synergistic MPH and JD for more than 30 dynamic years of health policy work in private sector, national and State non-profit, academic, public interest law, and State and local government venues. I have extensive experience in administrative law, including rulemaking and legislative drafting. I have worked in North Carolina for 25 years. My experience working with local government agency representatives has included Town Attorneys; County Commissioners; local health department staff; and County Department of Social Services Directors. I have practical insight into the universal funding, operational, and political challenges. There are also economic, geographic, and demographic challenges that are unique to each County. These factors affect actual service and funding needs and State government Tier designations that affect rural and block grant eligibility. I help clients research and identify federal, State, and local funding opportunities with eligibility criteria that align with their characteristics and circumstances. That alignment may include helping clients identify and connect with potential partners. I also help clients with the skilled project planning and technical writing needed to submit successful grant or government contract applications or proposals, and interim and final reports as applicable. I also help clients with project implementation oversight of focus groups, consensus building, strategic plan development, and project evaluation planning and execution.
